ASA-sponsored AB 1223 passed a critically important committee vote on April 26. This bill will require all public agencies to post on line all payments to general contractors within 21 days of payment. Subcontractors then would be able to see if the job they completed was paid for. Current law requires subs to be paid within seven days of the GC’s payment.

Despite effective lobbying by opponents, we kept the bill alive. We did this by limiting the posting requirement to all state agencies, with local entities no longer impacted. While we know local entities are important… well, one step at a time. Getting a foot in the door is important.

Now, if we are able to move AB 1223 out of the Appropriations Committee, and then off the Assembly floor, we will head toward the Senate for another set of hearings in a couple months.
