On September 13, the California State Assembly passed AB 1701, which will require general contractors to pay the wages, including fringe benefits, of their subcontractors’ employees if the subs don’t pay them. Subcontractors will be required to produce payroll records to verify they’re paying their employees the correct amounts. The bill pertains to all direct contractors making or taking a contract in the state for the erection, construction, alteration, or repair of a building, structure, or other work. AB 1701 awaits Gov. Jerry Brown’s signature and will go into effect in January 2018. (ASA did not support this bill.)
